C. 解决社会民生所面临之挑战（Societal Challenges）：持续发展、低碳、民生社会所需

必切人类社会永续发展，势必得仰赖创新的想法与科技以解决在气候、环境生态、能源与交通运输等各面向的民生课题，通过小辨模的试点、到全面性的推广采用，Horizon 2020欢迎以下有关民生议题的研究计划：

▲食物安全、永续农业、永续森林、海洋及水资源运用以及生物经济 Food security, sustainable agriculture and forestry, marine and maritime and inland water research, and the bioeconomy

▲安全、干净且有效率的能源Secure, clean and efficient energy

▲智能型绿能且具整合的交通运输Smart, green and integrated transport

▲气候议题、环境研究、能源效率及原物料开发Climate action, environment, resource efficiency and raw materials

▲全球变化下的欧洲-融合、创新、因应时局的社会Europe in a changing world: inclusive, innovative and reflective societies

▲社会安全-保护欧洲各国的自由与公民安全Secure societies – protecting the freedom and security of Europe and its citizens

图七是欧洲FP7(2009年)与Horizon 2020(2013年)的计划的比较，两者虽然都针对科学研究去探讨，但Horizon 2020的研究面向又比FP7来的更多元，以及更国际化。
